Sustaining mountain livelihoods – implementation phase under Himmothan Pariyojana

Organisation
People’s Science Institute (PSI), Dehradun
Project name
Sustaining mountain livelihoods – implementation phase under Himmothan Pariyojana
Grant operationalised
December 2010
Duration
2 years
Grant amount sanctioned
Rs19.2 million

Activities within the grant:
The current project, focuses on primary means of production i.e., agriculture, forests, pastures, livestock, microfinance, etc, to enhance livelihood opportunities. Efforts will be made to use mainly the capital available with local thrift (savings and credit) groups and local banks, to provide credit for productive purposes. At the same time, additional activity funds will be leveraged from government sources, including for the promotion of micro-enterprises.

In this implementation phase, PSI and its partner organisations (POs) will, over a two-year period, implement 21 village-level livelihood development and promotion (LDPs) in villages of the Garhwal region of Uttarakhand and Himachal Pradesh. The primary focus will be on raising household incomes through a combination of irrigation, fodder development, animal husbandry, agronomic and horticultural measures; and secondary income generation activities like poultry, goat rearing, off-season vegetable cultivation and developing new products for value addition and marketing.

The proposed plan entails the following key activities:
Each village cluster will have a trained two-man livelihood development and promotion team (LDPT) supported by PSI, to help local communities implement planned activities
Community mobilisation and capacity building of village-level institutions (VLI) and programme staff to take place
Ensuring market linkages.

The activities would cover 802 families (63% BPL) across 21 villages and the income of these families is expected to increase by approximately Rs14,000 per annum.

It is expected that the impact of this phase will be wider as compared to the earlier phase, since it builds upon and takes forward programmatic strategy, moving into focussed livelihood development and market linkages.

Projections by PSI based on the two-year design of the overall project are:
Additional cash incomes to the tune of Rs10,000 to Rs14,000 annually, could possibly be attained through the sale of vegetables, milk, poultry, goats, etc
The four village clusters will be independently capable of managing the livelihoods development initiatives in the long run
Credit availability would increase from Rs1,500 to Rs2,000 per woman annually
Around 1,085 hectares would be treated, ensuring an assured supply of natural resources to the 802 associated families
Overall, project interventions would lead to an increase in current annual income of 802 families from Rs34,000 to Rs48,000.
